The Survey of the Soil and Groundwater Contamination in Kaohsiung city in 2022

This project was contracted by the Environmental Protection Bureau of Kaohsiung City Government (Kaohsiung EPB) to control the soil and groundwater contamination in Kaohsiung. The scope of this project was to investigate and identify the soil and groundwater contamination in Kaohsiung, prevent the expansion of any contamination, and to conduct oversight and verification of gas station standard operating procedures. All of the work specified in the contract has been completed. In accordance with the contract, starting from January 2022, we reconstructed the soil and groundwater contamination webpage of Kaohsiung EPB and updated on the 5th of each month, so that the public can regularly receive new information and understand the effectiveness of the work performed. In addition, we continuously updated project content in the soil and groundwater information management system to reflect the status of every monitored site. In overseeing ongoing decontamination programs and verifying completed decontamination programs, we completed 305 sets of soil sampling and 60 groundwater sampling, as well as 64 additional groundwater samples for volatile organic compounds, semi-volatile organic compounds, heavy metals or TPH. In addition, 56 groundwater samples for analysis of general items. All of the emergency response plans cost totally 1.0021 million dollars. During this calendar year, we completed 2 site contamination investigations, 7 site contamination verifications, and 3 sites regular monitor. During this year, we inspected the external appearance of 548 groundwater monitoring wells; any minor defects were immediately corrected on-site after the inspection. 98 wells with external damage were repaired. 25 wells had structural damage and were also repaired. Well condition assessment was performed on 69 wells. 14 standard monitoring wells were rebuilt. 5 standard monitoring wells were eliminated foreign substance. 22 standard monitoring wells were found unusable and removed from the monitoring list. 27 temporary wells were installed and 5 temporary wells were abrogated. 1 standard monitoring wells were installed. We hired a registered, qualified lawyer with the relevant expertise to provide legal consulting services in three cases. 5 meetings in soil and groundwater pollution and remediation issues were held for EPB personnel. 5 education and explanation meetings on soil and groundwater pollution for elementary school children or faculty .3 regulatory guidance meetings were also held to the storage system owners, and 1 business visit to meet the needs of the EPB. We inspected all sites once every two month at least and assisted in the review of the various contaminated sites report, and provided a total of 144 review comments. We assisted the storage systems with their quarterly reporting and complete the application review, achieving a reporting rate of 100 % for the 2nd and 3rd reports in 2011 and the 1st and 2nd reports in 2011. And also assisted in the review of 18 storage system equipment plans or completion reports. We completed 16 underground storage tank systems inspections, and detected soil vapor monitoring well and cathodic protection at 20 underground storage tank systems. In addition, we were work for the confirmation of compliance with laws and regulations and the guidance for 386 sites storage systems. The results of work, 120 sites must submit improvement plans, 92 sites are in compliance with current regulations, and the remaining 174 sites are recommended not to be managed and tracked in the future. We assisted with 4 business review meetings, 2 work review conferences, 40 soil and groundwater contaminated sites improvements initiative committees.
